Google Analytics uses many different cookies. Only a few can be considered “Functional” (also known as strictly necessary). Example: https://cookiedatabase.org/cookie/google-analytics/_gat_/
Most cookies placed by Google are indeed used for the purpose of statistics or marketing/tracking. The purpose of the _ga cookie is statistics.
I am European (Italy) and the local legislation would like to prevent us from using Google Analytics without users’ consent, can you confirm that I cannot mark this cookie among the “strictly necessary” but I have to consider it as “statistics”?
